Evaluation of the Community Solutions for Health Equity (CSHE) Program

ICH was the evaluator for the Community Solutions for Health Equity (CSHE) program, a grant-making program supported by the Robert Wood Johnson Foundation (RWJF) and run by Community Catalyst (CC). The CSHE program works with populations disproportionately affected by structural racism and other inequitable policies and systems, equipping community organizations with the resources and technical assistance needed to influence health care systems to be more responsive to their needs. During the first year, ICH used an innovative mixed-methods approach to evaluate the application and selection phases of the program. We did multiple interviews and surveys with different stakeholders, collecting qualitative and quantitative data from individuals who expressed interest in the program but did not apply, applicants who submitted an LOI, and applicants who were selected to submit a full proposal. We also interviewed RWJF and CC staff involved in the creation and implementation of the program, and reviewers of the LOI and proposal submissions. These data collection strategies gave us the opportunity to apply equitable evaluation principles, as well as help advise and provide relevant data to our partners as they continued to build and identify best practices for the CSHE program. The data collected allowed us to gain insight into how RWJF and CC worked to incorporate the CSHE goals into the implementation of the grant. In later phases of the program evaluation, we continued to build upon this learning and worked on developing the story of the project as we conducted ethnographic observation of meetings and learning opportunities, conducted ongoing interviews with staff and grantees, and worked with an evaluation advisory committee composed of staff, grantees, and evaluators. We also used impact mapping methodology to document the impact of the program on the grantee organizations and their staff.
