ICH is evaluating the Advancing Community-Driven Mental Health (ACDMH) multi-year grant program, funded by the Blue Cross Blue Shield of Massachusetts Foundation, and implemented in partnership with Partners in Health and The Family Van. ACDMH utilizes a community-based, low-intensity intervention known as Problem Management Plus (PM+), originally developed by the World Health Organization (WHO). PM+ is designed for front-line staff to identify community members who are at risk of developing or are currently experiencing mild to moderate mental health challenges and to support them in learning tools and skills to manage mental health stressors. The ACDMH program is providing grants and technical assistance (TA) to five community-based organizations (CBOs) in Massachusetts to build infrastructure and capacity to implement PM+, train staff, and adapt the intervention to their settings and populations of focus. During the ACDMH program’s planning year, ICH designed and analyzed quarterly progress reports and conducted qualitative interviews with partner and funded organizations. Through the planning year evaluation, ICH documented capacity- and infrastructure-building efforts, successes, and lessons learned, and developed recommendations for future programs. ICH is currently conducting a mixed methods evaluation of the program’s two-year implementation phase. ICH is analyzing data on client demographics, intervention cadence and completion, and client assessments of mental distress over time. The evaluation also includes qualitative interviews with program staff and analysis of clinical supervisor and program manager reports. ICH’s evaluation has produced insights about program reach, implementation, and effectiveness for building staff capacity and promoting positive client outcomes. Evaluation findings have helped the funded CBOs improve their programs, helped the TA partners identify training needs, and helped the Foundation understand the impact of their investment.
