Evaluation of MassHealth’s Competency-Based Training Program

ICH is evaluating Cambridge Health Alliance’s implementation of a Healthcare Management Fundamentals certificate program at Southern New Hampshire University, funded by MassHealth. This program aims to build the competence and capacity of the frontline healthcare workforce of the state’s Accountable Care Organizations (ACOs) and the community-based organizations in their networks. The program was implemented with the Commonwealth Corporation and included a large proportion of employees from the Cambridge Health Alliance (CHA).  The evaluation seeks to understand the factors that contributed to high program participation by eligible CHA employees and to document the impacts of the program on employees, teams, and the organization as a whole. ICH will conduct a mixed methods evaluation including qualitative interviews, surveys, and analysis of human resources data,. The findings will be used to replicate CHA’s successful strategies at other organizations seeking to strengthen participation in training programs.
